Wireless Generation's first contract was awarded by then-Gov. Jon S. Corzine's administration through a special procurement that waived the regular bidding process. Then-Education Commissioner Lucille Davy wrote to 15 potential consultants last October, soliciting proposals to help with the state's first Race to the Top application. Five responded, and bids were submitted by four.Trust me - this will be the strategy. They're still running against Corzine.
