If anything, home rule is the cause of most problems facing public education, particularly in a state with a high population density like New Jersey, which could benefit tremendously from economies of scale.<br /><br />If our state didn't have over 600 school districts, each with their own overpaid superintendent (and in many cases overpaid assistant superintendents); each with their own overpaid business manager (and in many cases overpaid assistant business managers); and each negotiating their own personnel and purchasing contracts, hundreds of millions if not billions of dollars could be unleashed for the purpose of enhancing programs and hiring more teachers, but instead of fighting for wholesale changes in how public education is organized and funded (wrongly with local property taxes rather than correctly with federal and state income taxes), far too many education activists and advocates have chosen to go after a boogeyman called charter schools.<br /><br />There can be no doubt that the current charter school law is fatally flawed, forcing charter schools to compete with traditional schools for scarce resources rather than working cooperatively. Because the state approves charter schools, charter schools should be funded solely with state income tax dollars and not with a single dime of local property tax dollars. We recently found out that the neighboring warehouse, which is for lease/sale, to the one where the school wants to go, is a brownsfield site. And the real estate transaction of the purchase of the warehouse -- and mind you they purchased the warehouse after they knew of the appeal - - will end up in court because the real estate agent was squeezed out of the deal and did not get a commission. They play by their own rule book and have a lot of money to back them. We have to correct the system because I am sure we are not the only town with these issues - but I thank you for highlighting them.
