Probably...The timing of this article is suspicious. Probably not a "conspiracy" in the traditional sense but I would bet my mortgage that there was some intern working in Cuomo's office digging up legitimate research to frame the teacher's union as anti-kid. <br /><br />Punch,Jr. bears some responsibility for propping up his A-list cronies. His editorial board is anti-union and has consistently editorialized in favor of Bloomberg, Cuomo, & Obama's school privatization schemes.<br /><br />The premise of these vacuous articles is bizarre considering the privatizers' lobbyists inserted language into the 2010 budget bill to water down the "highly qualified" designation in NCLB. According to "Living in Dialogue", the Democratic congress stealthily slipped into a temporary budget bill on the last day of the Dec session, language that allows states to label teachers as "highly qualified" before they have finished or even begun training through alternative certification programs. Even worse, the provision frees states and school districts from the obligation to inform parents that their children's teachers are not fully certified.<br /><br />Got that? Untrained novices are experts- but don't tell the public. Up is down. Down is up.
